CPCUG Minimum Code of Standards for Electronic Bulletin Board Systems
Adopted April 1985 by the Board of Directors of the Capital PC User
Group, P.O. Box 3189, Gaithersburg, MD 20878.
Scope
This Minimum Code of Standards applies to both users and SYStem OPerators
(SYSOPs) of electronic bulletin board systems available to the general
public.
Freedom of Speech and Ideas
Each user and SYSOP of such systems shall actively encourage and promote
the free exchange and discussion of information, ideas, and opinions,
except when the content would:
o compromise the national security of the United States,
o violate proprietary rights,
o violate personal privacy,
o constitute a crime,
o constitute libel, or
o violate applicable state/federal/local laws and regulations affecting
telecommunications.
Disclosure
Each user and SYSOP of such systems will
o disclose his or her real name, and
o fully disclose any personal, financial, or commercial interest when
evaluating any specific product or service.
Procedures
SYSOPs shall
o review in a timely manner all publicly accessible information, and
o shall delete any information which they know or should know conflicts
with this code of standards.
A "timely manner" is defined as what is reasonable based on the potential
harm that could be expected.
USERS are responsible for
o ensuring that any information they transmit to such systems adheres
to this Minimum Code of Standards, and
o upon discovering any violations of this Minimum Code of Standards,
notifying the SYSOP immediately.
Implementation
Electronic bulletin board systems that choose to follow this Minimum Code
of Standards shall notify their users by publishing this Minimum Code, as
adopted by the CPCUG, and prominently displaying the following:
"This system subscribes to the Capital PC User Group's Minimum Code of
Standards for electronic bulletin board systems."

CPCUG Policy on Operations of Electronic Bulletin Board Systems
Adopted April 1985 by the Board of Directors of the Captial PC User
Group, P.O. Box 3189, Gaithersburg, MD 20878.
Scope
CPCUG'S Minimum Code of Standards and its Policy on Operations of
electronic bulletin board systems apply to and must be followed by
o all such systems that are sanctioned by the Captial PC User Group, and
o any CPCUG officer or member when they are expressly acting on behalf of
or representing the Captial PC User Group.
Adherence to the Minimum Code of Standards and this policy on Operations is
intended to be voluntary under all circumstances.
Freedom of Speech and Ideas
The Minimum Code of Standards represents CPCUG's position that such systems
are extensions of each of our inalienable rights to free speech within the
framework of the legal system of the United States. CPCUG recognizes that
individual members may choose to practice civil disobedience through the
use of electronic bulletin boards. The voluntary nature of the Minimum
Code of Standards allows such choices to remain individual ones while
clearly disassociating CPCUG and other CPCUG members from such choices.
CPCUG's unalterable opposition to discrimination based upon race, creed,
sex, or religion is explicitly stated in the CPCUG constitution. The
Minimum Code of Standards encompasses opposition to discrimination to the
degree that such discrimination represents a crime, libel, or vioaltion of
personal privacy. The Minimum Code of Standards provides a clearly defined
set of criteria against which a user's or SYSOP's actions maybe objectively
evaluated and is consistent with CPCUG's policy of encourging freedom of
speech and ideas. It is the policy of the Capital PC User Group to be
opposed to discrimination against and defamation of individuals or groups
based on race, creed, sex, religion, age, and ethnic or national orgins.
The Minimum Code of Standards explicitly avoids defining the scope of the
information, ideas, and opinions that are to be freely exchanged or
discussed. This allows the SYSOP's who subscribe to this Minimum Code of
Standards the freedom to define a scope as narrow or as broad as they
choose. Users exercise a similar freedom by choosing which electronic
bulletin boards to access.
Procedures
Each user and SYSOP of such systems will
o reply to or delete, within reasonable time, messages sent to them, and
o observe the published hours of operation of such systems.
While the Minimum Code of Standards is intended to be universally
applicable across the broadest community of users and SYSOP's for the
longest possible time, the CPCUG policy on Operations of Electronic
Bulletin Boards is intended to be as timely and explicit as possible.
Therefore, while not specifically itemized in the Minimum Code of Standards,
it is CPCUG's policy to prohibit the use of electronic bulletin boards to
transmit information that is intended to be used:
o to copy, use or distribute software illegally,
o for unauthorized publication, distribution or use of credit card numbers
or,
o to gain unauthorized access to computer or communication systems.
Additionally, it is CPCUG's policy to encourage every member to assist in
the prosecution of any individual who chooses to transmit such information.
Implementation
Electronic bulletin board systems that choose to follow this Policy on
Operations shall notify their users by publishing this policy as well as
the Minimum Code of Standards, as adopted by the CPCUG, and prominently
displaying the following:
"This system subscribes to both the Capital PC User Group's Minimum Code
of Standards and the CPCUG's Policy on Operations for electronic
bulletin board systems."
